Questions are split evenly into 3-point, 4-point and 5-point thirds, and your score is the sum of what you earn. Nothing is deducted for a wrong answer, so every question is worth attempting. The best possible score is 96 at grades 1-4 (24 questions) and 120 at grades 5-12 (30 questions). source
The 24/30 question split, the 75 minutes and the 3/4/5 point bands are set by Math Kangaroo USA, not by the international association. AKSF fixes only the date, the five options and the six age levels — every other country sets its own paper. If you are sitting Kangaroo outside the USA, none of the format facts on this page are guaranteed to apply to you.

Yes. Math Kangaroo USA takes no points away for a wrong answer, so a blank and a wrong answer score identically. There is never a reason to leave a question empty. Note this is a US rule — AKSF sets no international marking scheme, so a Kangaroo paper in another country may behave differently.
24 in grades 1-4, and 30 in grades 5 and above. Everyone gets 75 minutes regardless, so the older levels are working to a tighter clock.
